San Francisco’s Department of Public Health made a splash in January when it announced in this column that it would open the nation’s first two safe injection sites in July. Similar sites, where injection drug users can shoot up under supervision, have existed in Canada, Australia and Europe for years. Just last month, North America’s first safe injection site inside a hospital opened in Edmonton, Alberta. But while other American cities, including Seattle, Baltimore and Philadelphia, have talked about opening their own sites, none has actually opened. San Francisco sues US attorney general over scrapping of civil rights guidelines
By Bob Egelko Updated 5:51 pm, Thursday, April 5, 2018 San Francisco City Attorney Dennis Herrera opened another front Thursday in the city’s legal combat with the Trump administration, suing Attorney General Jeff Sessions for the unexplained withdrawals of Obama-era civil rights guidelines meant to protect poor people from jail for unpaid fines and strengthen rights of the disabled. The guidance documents describe the government’s interpretation of federal laws, providing information that can be important to state and local agencies, employers and recipients of federal funds. Sessions withdrew many of them in December, in line with President Trump’s decree to roll back a wide range of federal regulations.
